Board of Supervisors Monthly Meeting

June 17, 2024 at 6:00 pm

The West Finley Township Board of Supervisors held their monthly meeting on Monday, June 17, 2024, at 6:00 pm at the Township Office Building.  Chairman Martin and Supervisor Collins were present, and Vice Chairman Pritt was absent. 

There were no township residents present at the meeting. 

CALL TO ORDER

The call to order was made by Chairman Martin at 6:05 pm.

READING OF PRIOR MEETING MINUTES

The Secretary read the minutes from the May monthly meeting.  An edit needs made so the sentence reads “foam for the trailer.”  The motion to approve the corrected minutes was made by Chairman Martin and seconded by Supervisor Collins.  All in favor, Ayes: 2, motion carried. 

PUBLIC COMMENT

There was no public comment.

OLD BUSINESS

The Supervisors reviewed the InQuik Bridging Systems presentation materials from the state conference.  They discussed the process of how the bridging system would be installed.  A company representative offered to give a quote if we can supply approximate dimensions.  Supervisor Collins will contact this representative to set up a meeting to discuss options.

The West Finley Township employee handbook is still in progress.  The Board reviewed the current Table of Contents specifying the topics to date.  The Supervisors asked for the section on cell phone use to be forwarded to them for additional review. 

The Verizon One Talk system has still not been installed.  The company requested a speed test be completed, with results sent via email.   The Secretary tried to contact the sales representative again but has still not heard back from him. 

Jordan Sealy, the Emergency Planning Officer for Washington County Department of Public Safety, sent a letter requesting our most recent copy of the West Finley Township Emergency Operations Plan.  No plan has been found in any of the township office files.  As Steve Emery is our Emergency Management Coordinator, he will be contacted regarding the plan. 

The West Finley Township Supervisors and Road Crew Foreman met with representatives from Washington County’s Dirt and Gravel program at the end of May.  They visited several sites that could possibly be applicable to funding through the program.  Since Dirt and Gravel requires probing be done for the application for funding, we will reach out to K2 Engineering to have a Geotechnical Engineer aid us in the process of repairing Spotted Tail Road. 

The Road Crew Foreman is concerned about the extreme heat and the effect it will have on the roads, as it could cause bleeding.  Tar and chip is also scheduled for next week and it is possible that the Road Crew would need to use a mixture including #8s.  The Foreman is requesting approval for purchase for 8s, approximately 200-400 tons.  Chairman Martin motioned to order 300 ton of #8s.  Motion was seconded by Supervisor Collins.  All in favor, Ayes: 2, motion carried. 

NEW BUSINESS

UGI contracted Keith Yost Excavating to do a slip repair on Beham Run Road.  They applied for and submitted payment for a heavy road use permit.  The permit application was presented to the Board for review.  The motion to approve the permit was made by Chairman Martin and seconded by Supervisor Collins.  All in favor, Ayes: 2, motion carried. 

ADMINISTRATIVE ITEMS

The financial reports for all Township accounts were presented.  The May bank statements and QuickBooks reconciliation reports were reviewed.

The Board also examined an itemized list of current bills.  Details regarding the bills were discussed.  The motion to approve the financial statements and payment of the bills was made by Chairman Martin and seconded by Supervisor Collins.  All in favor, Ayes: 2, motion carried. 

SECRETARY’S REPORT

Supervisors were given the May police report from Lt. Dowlin.

Important June dates to remember: The Secretary will be on vacation from Wednesday, June 19, 2024 through Sunday, June 23, 2024.  The office will be closed and will reopen at regular time on Monday, June 24, 2024. 

The Road Crew will be in East Finley Township to help with tar and chip on Monday, June 24, 2024 and Tuesday, June 25, 2024.  East Finley Township will be here to help the Road Crew with our tar and chip on Wednesday, June 26, 2024 through Friday, June 28, 2024. 

MISCELLANEOUS

There were some resident complaints about the conditions left by the company installing the fiber optic cable for the internet project.  Williams Excavating was contacted about the yard and road conditions on Beryl Avenue, Chambers Ridge Road, and Moore Road.  The other fiber company, Northeastern Utilities, is installing the pedestals very close to the edge of the road.  This could cause issues during snow plowing and mowing along the roadways.  The company was contacted by Chairman Martin.  The project manager will also be contacted to address this situation to prevent any future miscommunication regarding damage to the pedestals.
